PROCUREMENT AND FIT CHECKLIST

Public, non-reliance planning aid

PURPOSE

This checklist identifies the items to settle before Doku accepts restricted
project evidence or begins a paid technical underwriting engagement. The
accepted proposal and any governing agreements control the engagement.

1. FIT AND CONFLICT CHECK

- Financing or asset under review
- Accountable lender or capital-provider decision owner
- Intended workload and material technical assumptions
- Decision timing and expected use of the work
- Known advisers, specialists, and potential conflicts
- Fit, nonfit, or specialist-referral decision

2. SCOPE AND ACCEPTANCE

- In-scope financing decision and technical questions
- Explicit exclusions and source-authority boundaries
- Named deliverables and delivery timing
- Buyer participation and required technical contacts
- Evidence list, permitted use, and review assumptions
- Acceptance standard and factual-correction process
- Fee, expenses, payment timing, and change control
- Reliance, liability, and permitted distribution

3. CONFIDENTIALITY AND EVIDENCE HANDLING

- Governing confidentiality terms
- Data classification and restricted-evidence categories
- Approved transfer method and access list
- Retention and deletion requirements
- Permitted AI use, if any
- Export-control, CEII, privilege, personal-data, and
  critical-infrastructure restrictions
- Specialist and subcontractor access, if any
- Incident and revocation procedure

Do not send restricted evidence before these terms are agreed.

4. DELIVERY ACCOUNTABILITY

- Doku engagement lead
- Responsible source specialists, if required
- Lender credit and decision authority
- Borrower or operator technical owner
- Finding, action, owner, deadline, and closure-evidence convention
- Committee readout and final distribution list

5. RAPID SCREEN STARTING POINT

- One financing decision
- One asset or facility
- One intended workload
- Material technical assumptions and evidence gaps
- A 60-minute kickoff
- Access to one accountable technical lead
- A 60-minute findings and decision review

6. RAPID SCREEN ACCEPTANCE STANDARD

Every in-scope conclusion should:

- Cite its supporting evidence
- Preserve source authority, date, and version
- State confidence, assumptions, and missing evidence
- Explain workload, commercial, and financial consequences
- Identify any proposed mitigant or credit action
- Name the accountable decision owner
- Define deadline and closure evidence where action is required
- State residual risk

7. NO AUTOMATIC EXPANSION

A rapid screen may conclude:

- No fit
- No decision-relevant issue identified within the agreed scope
- A bounded remediation or evidence request
- A recommendation for a separate deeper assessment

Any deeper engagement requires a separate written decision and accepted
proposal.
